Well it has gotten to the point that my neglect is causing them to self destruct themselves. Automation is bad, but there actually is an easy solution. The surprising answer is just to ignore your planets. Nothing bad will happen if you neglect them, unemployed pops will migrate away to planets that do have jobs.
