I went to my txt messages app. (voice mails do not appear here for me) and I searched for voice mail. This pulled up the chain of every notification for voicemail I have ever received on my phone. 3. Download Phone by Google. make it your default phone app by going to Apps> Choose Default Apps> Phoneapp. and then choose the blue one. clear cache and clear data for both phone apps. restart phone or soft reset. clear cache and clear data again for both apps. So I did all of the steps above a few times.In most phones you can remove that notification this way.
