On the right chose rifle and drop and drag it into the numbered slot on the right that you want that item to be in so lets use your 243 for example. If you want to use your 1 key to pull up your 243 then drag that rifle to slot one. Do this before you start out and again after fast traveling. Double holstering might not be the problem but if it is, this is how you solve it.

I set up my weapons at base. Open storage, scroll down to ammo, click and drag (left column to right column) ammo to ammo slot on whichever weapon I am trying to load. I don't know if you need to but I always empty the slot before putting in new ammo (click and drag old ammo from right column to left column).It's hard to know what the best weapons are and where to find them!
