During the season unending quest, i was about to start the peace meeting council but the meeting won't start even though i sit on the designated chair. The characters in the room just stair at each other.

And luckily, there is a quest for that. it's called "Season Unending". To activate this quest you must either talk to Esbern (Akaviri), Arngeir (Greybeards), or Paarthurnax about the war, and so on.
