Welp. Ridiculous at level 21 for the first Palace, one might think, but this was before I finished the fourth Palace and found out I could get ExP much faster. Safe Mode was just really hard during the second Palace boss fight, especially the first phase when it kept respawning.
Granted, every boss fight in the game does have a core strategy, a "main" way to take them out. But it's usually never strict, and you can basically beat any boss in any way if you brute force it enough.
