In atm 7 (1.18.1) its in mountain type biomes. Natures compass shows the type of all the biome as there isn't one just called mountain any more. Apparently it exists from y 20 down but is rare or more commonly (not like iron common) above y170. Yes. Yep. Yes, I found the most when mining the deep slate layers around y level 90. Recommend making a potion of Allthemodium sight from potion master once you get your first piece. with the potion I was able to get about 4 stacks of it within like 30mins.
