Operating the Gator for extended periods in high gear or not using low when climbing hills can lead to belt failure. Additionally a sticking clutch can cause premature wear on the belt, overtime this certainly could cause belt failure.
No the belt doesn't move. If the belt isn't turning that means power isn't going to the transmission so it's probably not a transmission issue. Look at the clutches especially the drive/primary clutch on the engine. It sounds like it may be stuck. When you rev the engine is should close and engage the belt.Model. The 625i has had some issues with running rough. Mostly due to faulty throttle position sensors or someone messing with them and having the baseline set up wrong. Also up under the under seat plastic panel is a small inline fuel filter, white, about the same size as a cig butt. Seen many problems caused by this.

The secondary/driven clutch is at the bottom and you can see the belt is at the very top when it's not running. You can also see how the primary/drive clutch has opened all the way letting the belt "fall" down to the shaft. It is not tight and the belt has some clearance on either side when it's at the bottom.
