There's two layers of RNG (getting it to even happen and getting enough teammates in the instance to be able to complete it) and a seemingly pretty widespread hard crash issue. Yes, Lost Sector exotics including Necrotic Grip can drop from the Vex Strike Force event that can happen in the incursion zone. However also, just making sure, you need Beyond Light as it is a Beyond Light-era exotic. I believe both sources require you to have Beyond Light first, but yes, Necrotic Grip can drop from both of them.Vex Force people tend to join at phase 2. Yes the spawn rate sucks.
