The Dynasty Reputation is quite a useless system overall. And the arbitrary ceiling to be able to hire villagers connected to it, makes even less sense. You get showered with points through the main quest. If you have a population of 79 people and 48 of them are workers, it means the remaining 31 people are mothers in their first 2 years and children below 18. Once the mothers come out of motherhood and once the children turn 18, you will have more workers. Until then you can build more houses and hire more people.
