Yes its pretty hard to endgame gaige without anarchy because she has little DPS without it. But its actually pretty well balanced for most set ups. Just don't sham fleet. Maya is great fun but not for elemental damage, for crowd control, and AOE damge. Gaige is better for elemental damage than maya, as well is krieg.
Imo, borderlands 2 is much more defense focused until you acquire awesome guns and even then, enemies can still down you with one rocket or some quick bullets to the dome. Your gonna want to go down cataclysm tree for ruin. 5 flicker 5 foresight 5 chain reaction 1 cloud kill 5 Reaper 4 points anywhere on the tree, I usually go 4 immolate, but 1 in the remaining skills work also Than 1 in Ruin. Harmony 5 minds eye 5 wreck. Motion 5 Ward 5 suspend 5 inertia 1 converge. I think this can be covered at your level, you ... If you want to shoot the ground and kill everything, go with Gaige. If you want to destroy everything that stands in your way, go with Salvador. If you want to create hell, go with Kreig. If you want to focus on CC and self heals, go with Maya. I have multiple Maya saves, and alternate frequently between builds. I use a Scorn build most, but go SS for speed runs. SS downsides are pretty badly overblown, most likely because people frequently pair it with a Legendary Binder. The extra Suspension boost makes it more painful when the orb gets weird. OP Maya is serious work, while OP Gaige really is fun. I generally play solo btw. Certainly story missions, progressing the character etc. I play with friends, but usually as support in their games. I don't know what class mods / weapons / relics you are using. Your skills build will depend on these.
