Throttle pickup timing (when the cam hits the roller) should be approximatly 4 deg ATDC. To adjsut the pickup timing change the lenghth of the rod by loosening the locknut and turning the knurled nut.

The guy that got my motor running and rebuilt the carbs showed me a single screw on the starboard side that he said adjusts the idle. You are only concerned about the lower screw at idle. The upper screw is only the WOT stop for the carbs. Your idle should be about 1000-1200 rpm on muffs.
