Using your vice grips, turn the needle-nose pliers in the direction which will turn the tabs @ 1/2 inch to the left or right. Remove pliers, do the reverse. This should loosen the interior tabs, so that you can now slowly turn and pull-out the stuck/encrusted housing. DO NOT PULL on the in and out flow valve!
