If the radio and A/C are off, and there isn't much noise from anything else, it will seem loud. Especially if you sit there and repeatedly press and release the brake pedal. Most of the time you aren't paying attention, and/or there are other noises, so you don't notice it. If the solenoid is clicking, it's working.
