In June 2023, FedSmith published this article on locality pay regarding a proposed rule published in the Federal Register by the Office of Personnel Management (OPM). The article noted that the proposal would add about 32,900 more federal employees to the locality pay system. OPM has not issued the final rule.
The General Schedule is a schedule of annual rates of basic pay, consisting of 15 grades, designated “GS–1” through “GS–15”, consecutively, with 10 rates of pay for each such grade. The original 1949 system had 18 grades and up to 10 steps depending upon grade.
