The AI just sucks at naval warfare and generally doesn't build much of a navy. Try Seven Seas. It's is a big Pangaea that cover the whole map, with some bodies of water spread around. It isn't exactly what you're asking but it's the closest you gonna get and IMO it's the best map script in the game.
