Unplugged the connector behind the glove box to test for power coming in Brown for + Orange for - No power. moved the negative lead to a black wire in the same connector and 12v. moved the lead to the metal bar 12v. That leads me to believe that the problem is with the ground at the blower motor control, but I am not 100% sure.

Theres a ground splice pack behind the battery i think i had seen it was for 4 o2 sensors, maf and possibly tac module or tps i think i had read about a year ago and is a ground 1 wire that goes behind the drivers side engine i think i seen when putting the car back together.I have a 2008 Chevy Colorado that’s having ac blower issues due to a poorly designed “ground splice pack”. I’ve removed and cleaned the ground pack multiple times but it always ends up getting corrosion and stops working. Can I remove the “splice pack” and bolt the wires directly to my fender with a ring terminal?

I'll should let someone who's more knowledgeable than I am chime-in here but Yes, there are in fact multiple grounds, the 2 splice packs (one on driver's inner fender near battery, the other on passenger's inner fender hidden by the air-filter box) seem to be the most problematic of all the grounds. If the blower works on high but does not work on some or most of the lower speeds the issue is a damaged blower resistor and harness connector. If this is your only issue you can find the needed parts here. If the blower does not work on any speed the issue has always been a bad ground at splice pack located behind the engine air filter assembly.
