It would be illegal to sell the copies of one you own and piracy for making one for yourself that you do not own a physical copy of. People do sell them. It is not legal to sell them. In PC if you download the .bin file and load it you can summon amiibos but with that emulator I'm not sure. Just go to Aliexpress and search for them, you will find premade tags with stickers on it (picture of the amiibo) I did mines by ordering blank tags but is really close to Aliexpress one in price already made.
