First thing you need to do is turn off "Use Singleplayer Settings" if Enabled it will run in easy mode and will overide any new settings. Difficulty level 1.0 is max and can not be set any higher. That should bring up Level 150. If you want higher levels you need to set/Add OverrideOfficialDifficulty=5.0 set if higher.
