No this is incorrect. You can make a public server easily on your home pc as long as you've: Setup your firewall rules correctly. Setup your port forwarding correctly (Also making sure your ISP allows for this / Like a static IP) You don't need a VPS / Dedicated Server and you don't need to have Windows Server 2019.
