Most generally, and all other factors being equal, a long stroke small block like a 383 will make better numbers with a 106 LSA cam vs. one with a wider angle ground into it. Your compression ratio is suspect if you intend on running that much camshaft. You really need 12.5:1 minimum to really utilize a cam of these proportions.

I wouldn't say your bottom end is the most important; almost always heads are the limiting factor on an engine. to reach 500hp on a 383 you will have to spend a good chunk of your $4500 budget on heads and the machine work necessary to get those same heads up to snuff.A 383 will be a better general performance engine, particularly in a truck, because it'll make good low rpm torque with the smallish bore and long stroke, whereas a 377 is a better race engine in a light weight car because of the rpm (read: horsepower) potential.
