The Warhammer 40k Commander Precons has been out for a while now, and the wild price fluctuations that came with the new cards being previewed have settled a little bit as everyone figures out what the "best cards" are. See, I played 40k briefly in college and enjoyed it (but broke college guy =/= good GW customer) and lost touch with it. Didn't care so much about the 40k aspect. But I wanted to grab them bc I like precons and these had tons of new cards. Snatched up a set since my lgs had extras at good prices, and I've had a blast with the decks.

Precons without any changes are about a 4-5. They have a theme and focus but have budget lands, a few odd inclusions, and no game-ending combos. They work but are ok. Precons are a level 1. Any deck built from scratch is way better unless you have no clue what you're doing and just add almost random cards within your colors. An honorable mention, imo, is Witherbloom Witchcraft from the Strixhaven precons. Admittedly, it's not as strong as the other precons in the set, but it was the first set that got me interested in Golgari colors (not including my Kadena deck, which I mostly liked for it's Simic colors and morph focus).

Both are very powerful cards that are worthy of a spot in the command zone or the 99 but have different strengths and weaknesses: Eowyn, Shieldmaiden cares about Humans, the main theme of the precon. My data only consists of games with 40k precons only, so it's not able to answer your initial question on power level againt all decks (that's probably impossible to answer definitively anyways). Being cohesive/consistent may lead to higher win rates, but it doesn't necessarily have to be. Some precons are better than others, but they're all pretty fun to play.
